You said the townhall told you it was a civil matter, still they or their agent sold a plot twice. they should have insurance or a bond to cover such things under errors and omissions . I would have talk with whoever's in charge and see if they don't come up with a solution. If they refuse you can always get a lawyer involved. Who knows how many plots have been double booked?
