Some cemeteries allow for an individual to re sell a grave space. Our city cemetery won't let you, but you can sell it back for what you paid for it. This doesn't sound like it is the cemetery/municipalities fault, sound like the fault of some dead people. I would say you are up a creek. Buy some new plots and move on.
