Most times if you need to give a calf colostrum they are too weak to nurse a bottle so they have to be tubed with an esphogeal feeder. Then you can put the cow and calf up and normally nature will take over once the calf has enough energy to try harder. You want to feed them enough to get them going but not so much that they dont have to nurse the cow.
