I had a cow calve last fall that I had a similar concern with. Little to no milk in the first 12 hours. Asked the vet what to do. He said as long as the calf is nursing and there are signs of any milk to give it a day or so and keep a close eye on the scenario. He said it is worse to give them too much right away (and possibly cause scours) than to wait a bit and help out if you see things aren't going as planned.

You wrote that the heifers bag was "swelled" before she calved. If that was the case I would guess it got the necessary colostrum but she will take a day to come into production.
