I don't know if it is a Sac county thing or Iowa, but in Sac county, the road crossing is the county's responsibility. If there is no suitable outlet, the county will pay for the road crossing. Their code is to use steel tube in the roadway. Their responsibility would end at the fenceline on the other side.
