We've had a few bores done under highways for irrigating. $7500-$25g's. One time we wanted to bore a 14" gas pipe casing to put in a 10" irrigation line under a railway but the "legal crap" became crazy. Wanted us to carry $10M liability on it and even if we decommisooned it and cemented it we could still be held liable. We decided it wasn't worth it.
