Not neccessarily, look at all the RR tracks that go thru towns and the trains never stop there. They put the tracks (and towers) in the most convenient places to get the most service to the most people.  At the same time they also charge the folks in the small unserviced areas for their development costs under the guise of having better service for (everyone)
