The only way I would chop stalks is if I were doing some spring strip till-but then not really no-tilling anymore..as others said too much of a mat to keep things cold and wet.

Had a friend who used to take planter out a week two ahead of planting and run rowcleaners to clear strips to plant, but if you get big wind then they just blow back. May be different in your area, but usually around here in the spring if it is dry enough to plant you better be planting instead of that stuff.
