First thoughts are to maybe uninstall those off FS fence! LOL I will have to take pic of RR tie braces I've put in the last couple of years. I use a pipe, weld plate or channel iron to bolt to tie. They don't go loose. I still like to stretch wire on a RR tie, can make in fiddle string tight.
