Because the flex ear will flex up in low pop. (why pay for more $300/bag for seed) It may flex in high pop too...if conditions are perfect...when does that happen? Supposedly, determinite ear corns max potential increases with higher population. That being said the old man had some deterimite corn years ago that outyielded some flex...by a lot....at the same low population...around 26K IIRC.
