Also, my somewhat casual observations on a few relatively small areas where I have tried just what you are suggesting have led me to conclude that it isn't necessary. Timely water is the most yield limiting factor. I do think there is something to the culmulative effect of years of manure applications and drought tolerance.

Build the soil structure, O.M.  with Litter and Improve drought tolerance .

on some soils it can take 10 to 20 years Plus. Of Proper Management Practices. 

to overcome 50-100 plus years of Negligence.
