I think a lot of the money spent my NASA is basic science that does not yield a measurable or immediate benefit. For example, knowing more about the formation of our solar system does nothing for you personally but its good for our development in the world we inhabit. There is also a lot of politics in NASA just like all Federal programs and i'm sure a good portion of their spending is just political featherbedding. I think the money spent on putting humans in space would be better spent on robotic missions but without humans in space the public support for NASA would disappear.
