My understanding on the zoning laws in Minnesota is that the land outside of the city, is controlled by the county.  The use of that land was determined by the county with input from the city. If the city wants land rezoned two miles out, they have to go through the county zoning board, which they can do, and they probably can get the county to change it if the board goes along with the city.
