| Where I used to work, the potential drug user was put on "desk duty" until he had received a clean test as he went through treatment. They are required to submit to a random weekly drug test for the 6 month probationary period the person is on along with completeing treatment. Any skips or failed drug test was automatic termination. The union approved of this plan.
