This worked for our dog. We attached a short length of chain to his collar, just long enough to reach the ground. Every time he jumped up to chase a car the chain would hit him in the legs. After a few days he wouldn't even think about chasing cars, and the nice thing is that it did this every time without me having to watch for cars or spend much money.
