Subject: Shock Collars for Family Pet

Central IL
Last winter we acquired a small puppy and took him in as a family pet(outside dog only). He has always had a bad habit of chasing cars, motorcycles, tractors. He does this in our driveway and on the road( not too busy, country road). Late this past winter he even got under the family van as we were entering the garage and that nearly killed him. Still he chases vehicles, not getting any better. Its been suggested to me to get a shock collar to teach him. I know nothing of them, but was told to only get a tri-tronics brand. I've found this model for $169, but not sure what to do. http://www.tritronics.com/remotetrainers-sportjr.asp
Dog also has a habit of jumping on my wife and young daughter, hoping to curb that too. Looking for advice, thanks!
