It is plumbed correctly for a relief valve. Works like this; wing cyl that is plumbed from the bottom of cyl in picture reaches the end of stroke before pictured cyl does, pressure builds to tractor relief setting, because displacement of the shaft end of the cyl is less, the top side has more power (more displacement) and will create pressure in the shaft side above cyl relief valve setting (and also above tractor relief setting) allowing oil to flow from the shaft end to the top side extending the cyl all the way.
