NW Washington | I have done no-till gardening. I made permanent beds where plants grew and permanent walkway or paths between the beds. That way the beds are never walked on or compacted. Old plants and residue was removed or chopped. I used drip irrigation which made controlling weeds easier. Beds with root crops get dug up when crop is dug, but otherwise no tillage. I planted spuds with a bulb planter or a little bulb auger on a drill. Rotate you vegetables, plant cover crop on some, and I just killed it with RU and mowed to chop. There is a ton of info on the web on no-till gardening. Organic folks use more mulches plastic to control weeds. Good to google.com and plug in "no-till" gardening and you will have more info than you can use.
This guy has written a book on notill gardening too. http://www.leereich.com/books.html
