My guess is that if you burn corn stalks there will still be a lot of unburned residue laying around in addition to the stumps and root balls.
Burning one year is not really going change the organic matter level or anything else very much.
A light discing and clean plowing with a moldboard plow would probably be the best thing you could do, but whatever works to reduce the disease pressure if you can rotate.
