It's not air temperature that's important, it's the temperature at the crown of the plant. Extended temperatures that low will indeed kill the wheat, but there is no way of knowing just from the information you give.

Crown temperature is the important temperature and then one needs to know how winterhardy the particular variety really is in order to have a pretty good idea as to whether it would survive.
