They should pay the same proportion as the crop as the contracted and non contracted.

25% Overall crop not contracted: 25% of damage bushels pay current market price.
20% Of crop contracted at "X" price: 20% of damage bushels pay "X" contract price.
30% Of crop contracted at "Y" price: 30% of damage bushels pay "Y" contract price.
ETC.... until the whole portion of damage is priced the same as the rest of the crop. This is totally regardless if the contracts are higher or lower than current prices. Fair for both parties.
