As far as insecticides, you might want to look into Capture.  I think that might be an option to consider.

However, as I understand it, he is paying you to do the planting, not to manage it.  In my opinion, it will be his decision whether to use the Capture - toss out the idea and let him decide.

As far as the weed control, he is managing it - that is his concern.
