I think this is one of those questions that the answer varies a lot by where you are.  In southern Illinois we will get a lot more pressure from winter annuals in untouched stubble than in northern Illinois.  Down here we need to either work it or spray it to control the weeds over winter.

Having said that, I have quite a bit of bean stubble that will probably not get touched this fall.
