Your correct about Salem coming for agricultural water. There is consistent push of these stories of "I'm not hurting anything" illegal water users being shut down. It plays well with public feelings and other current trends.
Water resources has already started the process of reallocation. Expect ag to lose a significant amount of water in the next 5-10 years.
If we could only build storage...
