The change in CAFO rules was driven by conservative people in a very conservative rural community that did not want several large broiler chicken farms built in their neighborhoods.
Oregon dairy farmers have long pushed the State to enforce rules for animal housing, manure control, and milk quality across dairy farms of all size, from 1 cow to 10,000 cows.
We have prior appropriation water rights. The older your claim, the farther towards the front of the line you are. There are different rules for different uses. The rules have not changed. Enforcement has become more common as there are more people, and more use of water. We have water masters who will come explain to you what the rules are for your property, and your use of water. It’s not difficult to find information. Water meters are required on all new water rights. It’s not invasive, it is there to protect other users.
