The change in CAFO rules was driven by conservative people in a very conservative rural community that did not want several large broiler chicken farms built in their neighborhoods.
Do you have any more information about that? I’m not seeing how a proposed large broiler operation would necessitate changing CAFO rules. That should have easily fallen within the scope of the old rules.
