Yes CAFO is any animal with access to concrete flooring So one dairy cow or one chicken is a cafo under their interpretations if it has access to a concrete floor. Amazing.



Did they change the definition? I thought a CAFO was when the animal’s enclosure didn’t have any remaining live vegetation.

By your definition an open range cattle operation could be a CAFO because the cows can walk on the concrete highway that runs through it.
