I repainted a hopper bottom frame this summer after having it blasted. I used a product called RustGrip for the primer. I haven’t had enough time to see if it holds up as advertised, but the company was very helpful and the testing looked promising. They wanted a rusty surface to be used as the substrate. Might check it out. It is used on bridges and such that are severe applications
