I would say you have grounds for legal action against the seller for not disclosing the situation. The bad news is that the legal fees will be much more expensive than putting valves on the pivot. You would need legal advice but I would think you would have a case to force the issue with both the seller and pivot owner. Valves on the pivot would be much cheaper.
