Your variable sheave is either siezed or the bushing is worn to the point it cocks & binds. If the sheave is working right, it equalizes the tension on both belts except when it's at the end of travel. The cyl. stops only set the max. travel in both directions-there should be a little gap at both ends, the sheave not completely slammed together, that's what breaks belts. Also, you have to run it after you make an adjustment or one belt will always be tighter...
