Pat if the engine will govern at full load but hunts at less than full throttle it doesn't have the variable speed governor than industrial applications usually require. They come out in many trucks and may be in scrapers with accelerator. The governor on the trk application engines only govern full throttle. Best way to tell is pull throttle out half way and see if the engine goes to full high idle speed in a minute or two.

We had a pump rebuilt one time and the shop got the pump put together wrong, and operated like a trk governor. It didn't take them long to get it back to variable spd so hopefully it won't take much to get yours there.

Check your boost pressure to get a close idea of hp rating. Cummins should have that readily available and how to get it to where you need it to be. Boost needs to be checked at the outlet of the turbo and also at the nearest point to the engine in the intake manifold.
