its not a remortgage if it doesn't involve real estate.  its called refinancing.

I know what you're wanting to to, but bankers don't seem to like it.  I don't think you need to worry about rates going up, the govt would go bankrupt if they did.  Several european countries have negative rates currently!  there it costs you money to deposit money at the bank.  so there is room to go down more.
