What I hear is you want an interest rate locked in on a portion of money for longer. I can't quite tell on the 80 if you mean you have 40% equity on it. I would look there to lock it in lower, for longer to add wc. It is absolutely fine though to have an LOC to cover the cash flow needs as long as you have discipline with it.
