west central MO | Is there a way you can see the throttle butterfly plate to see if it's actually opening up in the throat of the carb when the linkage asks it to?
Edit: after re-reading your original post it sounds like all is well with the carb but the governor linkage won't allow for proper movement. I don't know why this is, but maybe you can help shorten the throttle linkage rod by putting some bends in it? Like maybe a Z bend? It's so hard to try to help without seeing it in real life....
