Are you turning the messages completely off for all ports or just for the port hooked up to your display? If you are connected via USB and de-select the USB port for GSV and GSA U center will not show any satellite information as these strings will be turned off to your computer.

To adjust your rate you will need to update this in the View>Configuration View>Rate>Measurement Period. If you want to scale back some of your NMEA strings like GSA or GSV you can do this in the box beside each message. As you have noted there is no good description but it is a scaling factor for rate of the message being sent. For example if your overall rate is defined as 100ms (10hz) then a 1 in this box will result in 10hz output of that message, 10 in the box will result in 1hz, and so on. I have mine setup to output 10hz to my display and I am sending GGA and VTG at this same rate so I have a 1 in the box beside these messages for my UART port to my display. I am sending GSA and GSV for information only to the display and am sending this every 5 seconds so I have a 50 in the box. For the NMEA messages output to my tablet I am sending GGA and VTG at 1hz so I have a 10 in the box for these. For my USB connection to view in U center I typically set it to 1hz as going higher seems to be more data than necessary to view in U center. My overall goal is to not overload the system by sending more data than necessary.
