I have heard of it, but haven't seen it myself. One advantage in putting up wrap first is that the panels are still removable if one ever needs replaced. I wouldn't worry that air still runs between the wrap and panels, wouldn't be any different than putting steel on a plywood sheathed building and that works just fine.
