By the way, what was the warning that the Chairman of GM gave in her letter to the administration back in July and the reason for the closing of four US auto factories with the loss of some 15,000 jobs in Nov.?

You always have to be aware of the collateral damage. I bet I know 15,000 auto workers and their families who aren't going to vote Republican in Ohio next election.
