Subject: Cover crop for fertilizer

I’m pretty sure I’m too far north to make it work but is it possible to get all your fertilizer needs from cover crops? Take my area for example, 40 bushel an acre average soybeans. Could a person make a mix of covers to get that yield without using any other additional types of fertilizers. And make it cost effective or cheaper then commercial fertilizer. For my case, the cover crops, would have to cost less then $38 an acre.
