Subject: Independent mechanic what would you do?

Hope this is the correct forum for this. Our 7220 magnum had over 13,000 hrs and was starting to use some oil so last November decided to have it overhauled. Took it to a local independent mechanic that we knew had a good reputation for doing a good job but was slow to get things done. Anyway took it to him the beginning of last December almost a year ago and he still has not got it finished. It's sitting in his shop in pieces. We have a few extra tractors around and are able to jockey them around and get things done but this is really getting old not having our magnum here. Always seems to be something we could use it for. Call him every couple weeks my brother even goes to his shop on occasion and talks to him face to face and he always has some excuse. Dealer ordered the wrong part etc. We've taken things to him before and yes he's been slow but this is extreme. That's why we took it to him last December figuring he'd for sure have it finished by planting season. What would you do? Do we have any recourse we could take. My dad keeps threatening to have our lawyer send him a letter but what's that going to do besides potentially piss the guy off so he just does a ****ty job of throwing our tractor back together. Sorry for the long post just had to vent!!
