That is kinda the premise I believe, large caliber, heavy bullets that have relatively slow muzzle velocities= safer hunting, and I believe as a hoped for added bonus less wounded deer wandering around.
most of the bottle necked cartridges being of significantly higher velocities and range. Although when the 45-70 was improved in 1879, the effective range was proven to be at 1000 yards, with maximum range at 3,350 yards.

i’ve Also heard of theses rounds being called legacy rounds because of the history behind most of them, the 45-70 gov. being first offered in 1873.
