I am sure most of it never freezes. Most of the area it flows through does not get all that cold during the winter and barge traffic does not go very far north of the Pasco, Richland area. The river east of the Tri-Cities is the Snake and it has barge traffic all the way to Lewiston Idaho and I am sure that portion of the Snake also stays ice freeze. The Pacific NW stays relatively warm due to the influence of the Pacific ocean and a normal wind from the southwest. Once in a while the weather pattern gets turned around and we get some winds from the north and then it can get pretty cold for a few days. Check the Wikipidia on the river.
