What little experience I have with cows and grass, if rotational/ intensive grazing does not produce increases tonnage - the forage is be grazed too tight/too long before rest. Mob grazing helps when the forage is high weed/ none desireable content. Some of the hills in my area was beaned until couldn't grow a rageweed to hide you boot toe - not much anyone going to do increase out soon there.
