A waiver effectively removes any penalty for not blending ethanol. When the government grants waivers on 15% of the ethanol requirement they effectively reduce the ethanol market by 15%. In the economics of agricultural commodities, we know that a 1% change in production or a 1% change in demand can have very substantial changes in price, easily on the order of 10%.
And besides, it's still early for any estimate of either the corn or soybean crop.
