The renewal fuels association says there are 72,000 direct employees in ethanol production and 285,000 in indirect employment. Whether that includes the 250,000 some principal operators producing corn grain listed on the last census in 2012, it's not clear.
Data USA says there were 164,000 direct job in petroleum refinery and 1.4 million indirect in all oil extraction, refinery and distribution. I think you can say that ethanol production is very respectable. Remember that not all the oil we refine is produced here.
As for the Wynnewood refinery you speak of , if you are talking about the CVR Energy refinery in Wynnewood, it refines some 70,000 bds of oil per day. 70,000 bds x 42 gal per barrel x 45% gasoline x 365 days is 482 million gals per year. Assuming 10% ethanol that's 48.2 million gals equivalent receiving RINS waivers. Compared to the 2.25 billion gals of RINS waivers given 48 million is 2%.
Furthermore, 2.25 billion gallons waivered is 15% of the total. I don't think the older smaller refineries can anywhere near account for the number of waivers awarded.
It's pretty obvious that Pruitt got carried away with waivers and there's a good reason to suspect that they serve to reward campaign contributions to the Republicans in general and probably trump in particular.
