Our city had a revitalization program where they paid existing businesses to upgrade the appearance of their buildings.  Seems like it was a cost share arrangement. As a tax payer, I felt that the businesses should be bearing that cost on their own. Just money down the drain.  That would be no difference than telling me that I would have to rent some of my land that I'm not using to someone else.
