West Tennessee | Interesting. Live in a small town and own buildings downtown myself. No I don't think the government can force the owners to rent the buildings. I'm not even sure I would want to go down that road. Our trouble here is that there are NO potential renters so different situation. Our local town has some money granted to improve retail in the downtown. It seems that there is resistance to providing incentives for new businesses. I suspect it comes down to the fact that some people see that as solely benefiting the building owner. Personally I think it is better for the community as a whole but then maybe I'm biased. I agree with other posters that the incentives are a better way to handle that situation if you can get over the hurdles. Something like a dollar amount per month incentive from the government with a like dollar amount from the building owner. Gradually reduce these incentive amounts over time (1 or 2 years?). Many ways to have variations. | |
