Oahu city workers are notoriously inefficient, and when I got my license renewed in January, I spent about six hours waiting in line.  Part of that is intentional; if they made it more efficient they might not hire so many counter monkeys who all pay into the union dues.  It really does create an awful lot of ill will, but then most people are so relieved to finally get their licenses that they forget about it for another seven years.
