It is the governments job to keep public safety a priority. Glad you do not overload your septic as many do and consider yourself frugle and lucky. There might be a little science in this pumping deal. Maybe processing solids that old is cost prohibitive. And yes I agree stupid design of city sewer lacked foresight but also lacked science. Big dollar city contracts stunk of corruption and still do. Milwaukee is no exception.
