40% of what? You have to tell me what % you pay in US dollars (or CA dollars). Somebody earning $50K US can easily pay $10K in health insurance premiums here. So are you paying 20% of you income on health care?
As far as interest rates, The Federal Reserve adjusts interest rates in order to maintain the money supply within certain limits to meet certain objectives. They don't adjust rates to affect trade balances with Canada. That's just a unintended consequence. No, the proper way to regulate trade competition is to regulate trade.
