No . . .. it makes perfect sense. He's talking about those poor that have insurance and those (poor or not) that do not have insurance and don't have the dollars to pay the doc's bill.
What i am now hearing is that Hospitals are signing up repeat customers for Obamacare on their own and paying the premiums themselves to get coverage.
I have an in town job also and insurance is very high!
